PHC's Top Ten committee is responsible for soliciting nominations to the list, evaluating the nominations and making recommendations to the Board of Directors. The Board of Directors votes on the final list. Each site has a "Steward," who is responsible for developing an Individualized Preservation Plan or IPP.
Selection Criteria
Objective criteria include
- Documentation of historical significance, including but not limited to; archival research and prior listing on other preservation lists such as the National Register or the Historic Sites Inventory
- Regulatory provisions in place to protect the resource
- Previous attempts at preservation or protection
- Ownership status
- Written professional architectural, archeological, structural or historical evaluations
Subjective criteria include
- Potential for adaptive re-use
- Seriousness of the physical threat
- Level of community support for preservation or protection
- Geographic and thematic diversity
Individualized Preservation Plan (IPP)
A comprehensive IPP includes
- An overview and/or historical abstract of the site
- A needs assessment
- Stated goals
- A list of preservation priorities. ( Each site will have unique priorities to support the approved goals for that site. Priorities might include, for example, bricks and mortar restoration, historical research or legislative initiatives. )
- A resource list. ( capital and non-capital )
- A timeline for achieving the goal(s).
- A mechanism for evaluating the progress of the IPP
Evaluation Process
PHC's Board of Directors will conduct annual progress assessments for each site on the list.
Endangered sites on the list will be classified according to one of the four following categories:
- Successful- PHC's goals have been achieved and the site can be removed from the Endangered List.
- Maintain- Sites are still considered endangered and/or have not yet met their goals and continue to remain on the Endangered List.
- Monitor- Significant progress has been made and PHC is confident of a firm completion date.
- Lost- Failure is certain and there is no reasonable opportunity for success. These sites are removed from the List.
